Action Items for NJWMA Mover Members
With several state and federal changes taking effect in 2025, it’s important for NJWMA members to stay proactive and ahead of compliance deadlines. Here’s what you should be doing now:
Review Vehicle Compliance
-
Speed Limiters & AEB Systems: Take stock of your fleet. Identify which trucks will need retrofitting to comply with upcoming FMCSA speed limiter and automatic emergency braking (AEB) regulations.
-
Budget now for potential retrofit costs ($1,500–$3,000 per truck).
-
If you're purchasing new vehicles, verify they are AEB-ready and compliant with emissions goals under NJ’s Advanced Clean Trucks regulation.
Prepare for MC Number Transition
-
FMCSA will phase out MC numbers in favor of USDOT numbers by October 2025.
-
Review all paperwork, business cards, websites, and signage to ensure you can transition smoothly.
-
Make sure your USDOT information is up to date in all systems (Clearinghouse, SAFER, etc.).
Train & Audit Drivers for English Proficiency
-
Starting June 25, 2025, English Language Proficiency violations can result in an out-of-service order.
-
Consider holding internal refresher sessions or evaluations.
-
Keep documentation of driver training and language capability on file in case of roadside inspection or audit.
Leverage the Crash Preventability Determination Program
-
Encourage drivers and safety managers to review crash reportable events and submit non-preventable incidents with supporting video footage or evidence.
-
This can improve your CSA score and overall carrier safety rating.
Stay Alert to NJ-Specific Changes
-
With Advanced Clean Trucks (ACT) implementation, carriers operating or registering trucks in NJ should:
-
Talk to your vehicle suppliers now about long-term ZEV planning.
-
Begin strategizing for charging infrastructure or fueling access if you plan to comply early.
-
-
Winter restrictions for certain vehicles remain in place—ensure dispatch and drivers are notified when NJDOT announces travel bans for storms.
Update Internal SOPs & Communicate With Your Team
-
These regulations affect operations, driver dispatch, HR, and safety departments. Schedule an internal meeting or send out a memo.
-
Include timelines, who’s responsible for what, and what steps need to be taken for compliance.
